Entitlement
As President of Lytle Development Company, Gerald Pharris, the Managing Principal at CapRock Partners, successfully obtained the largest single entitlement in the history of San Bernardino County. This entitlement totals 647 acres, 2,406 residential units, and 43 acres of commercial uses in unincorporated San Bernardino County, near the Interstate 210 and Interstate 15 intersection.
Given the size and scope of this entitlement there were numerous obstacles that needed to be solved. This complex process included addressing critical habitat concerns for a variety of endangered species, working with California Fish & Game, U.S. Fish & Wildlife, and U.S. Army Corps of Engineers to obtain several special permits.
In addition, Lytle Development successfully resolved litigation against the entitlement by creating a unique win-win scenario that satisfied all parties while maintaining an economic interest in the land.
Forecasting a deteriorating residential land market, Lytle Development entered negotiations with a major public homebuilder in 2004 and successfully sold the fully entitled project in August of 2005 for substantially more than $100 million.
